The official listing (title "HALLOWEEN EVENT", subtitle "SPOOKY SEASON!") says:

The villain's name, the skin list and how skins are earned (Doubloons, tasks or Robux) have not been announced. Unknown As of Oct 20 there are no Halloween items in the game's Robux store and no Halloween badges yet; we will check both when the event goes live.
How to prepare

- Own the class you want a skin for. Regular skins are bought on a class's panel after you own that class.
